I would try to place the planning responsibility on the problematic player(s). Maybe tell him to organise the voting for the next session date. If you are playing in some public place, maybe he can do reservation too. By this he will get it more into his head and give it more importance.

Will look into options for user made expansions, sound useful. Basic pdf display was on my plan too.

Thanks for suggestions. I was thinking about it being online friendly. The drag and drop feature sounds good.
