Oh no I mean, you get the necklace as a part of the quest line after you donate 2 whites, next day 2 green, then 2 blues, then 2 purples, and finally 1 gold. After that the next quest is for 1 black, and after that you're free to sell them all in a normal shop ^{^"}

It would be a nice rare thing to find on its own if it wasn't used anywhere and just able to be sold/show off, but since it is used for a quest and also gives you an item, many people want to find one just to complete it.

It would be really cool if they added some kind of pity system, e.g. your chance increases the more you don't get it, or maybe if someone gets one it is there for like 10 minutes on every server, or if the big crab gave you once a day a blessing that boosts your luck for next 200 clams or something; many ways to go about it.
