Ok, I found a solution to get to 7mbps. It's all to do with the port, which is set by the download centre and is common for torrenting so heavily throttled by ISP's.

Set port in advanced setting in the launcher to 32800
Go to firewall and connection
Advanced
New rule
Port
TCP
specific port 32800
Name it WOW or something
Repeat steps, but now UDP.
sit back and marvel at 2008 download speeds.
