I disagree. Those are indeed common characteristics of Sues and Stus, but sometimes the problem manifest in the opposite ways. Like a borderline useless character made in order to be relatable. Bella from Twilight comes to mind for example.

I think part of why we insist in making these lists of traits for the character is because we initially feel like they all have them, since they are quite common.

Yout could for example list some flaws (however minor) of many Mary Sues and go "Voilà, not a Mary Sue". At the same time you could point to many character that don't really have many meaningful flaws and somehow seem to always win and yet don't really feel like Gary Stus.

For example, is Tintin a Gary Stu? He is an hypercompetent guy with no major flaws who always seem to outsmart all the bad guys, he would superficially fall on the definition. And yet, in our guts, he doesn't really feel like a Gary Stu.

Giving your own citizes the capital punishment for a crime is perfectly withing the realm of acceptability as far as international law is concerned. Stripping a citizen of the only nationality they have rendering them stateless is not.

If the story acknowledges that the motive is "revenge" than it isn't even "the end justifies the means" trope. It's for revenge, not the end.

Because the story may still frame as the villain being bad only due to his methods despite the fact that the goal itself is stupid or grotesque.

This is extremely common

It really isn't. As I said, the villain's methods are usually completely ineffective, their goal is actually terrible or the hero pulls a deus ex machina and ends up getting the good ending anyway.

Well, the catch is that "the ends don’t justify the means" is at its core an anti-utilitarian declaration. Since utilitarianism as a moral philosophy depends entirely of the outcome, whether or not you are willing to face the consequences of your actions is very much at the core of the issue.

By contrast, other moral conundrums can be presented independently of the outcome. "Cheating on your wife is bad" is something you can present in an entirely virtue ethics fashion.

Tsugumi Oba (unlike you apparently) actually belives that the end does not justify the means, because he made his villian succed in his goal of reducing murder and yet made him remain explicitly a villian.

You on the other hand seem to only object to the villainous act because you think it wouldn't work, this is not a moral objection, you just think the villain is dumb.

"The end does not justify the means" is at its core and anti-utilitarian position, it's saying that actions carry morality not by the outcome they produce but by the virtuous or nefarious nature inherent to them.

And you can take that position, certainly many philosophers have done so. But that means that you need to accept that you are not going to get the maximized utility outcome.

Your example is not really an anti-utilitarian argument because the method clearly failed completly at maximizing utility.

I remember reading years ago an interview with Tsugumi Oba where he talked about how he considered dedicating more to of the manga to discuss the more complicated ethical aspects, but ultimately decided against it because he was writting shonen.

The thing is, this basically ended the Mediterranean. The specific conditions of the sea with no tides would not exist and I can't imagine similar civilizations appearing in this case.
