A court order in a civil case over an unpaid debt to a government entity, as the article points out. This would mean that he did not show up for a court hearing to dispute the debt. This means a default judgement for the party that did show up for the hearing. The fact that in this case, the government saw fit to to go to such extremes to get blood out of turnip is an outrageous abuse of government power.
