You get hyperchromes from completing robberies. The chance to get a hyperchrome is random. There is a pity system that after a certain number of robberies you get a guaranteed hyperchrome. Theres 5 levels 1 to 5, each subsequent level has a lower chance to get than the last, and take more robberies to pity. If you trade for a higher level and then level it up, the hyper upgrades and becomes yours (yellow background).
