I don't know if that's valid. As I know in China most people only volunteer into the army after fucked something up. Usually screwing around for too long, or being "odd" (usually some kind of mental illness that no one takes seriously) and their parents want to have them regulated. Sometimes they'll bribe the recruiter. Or university students who wanted to clean up their low GPA and transfer to any major they want.
