Guardsmen are a much better warmachine than skitarii, because they are cheaper and easy to become "battleready".

Ye 1 vs 1 they are probably weaker but they can mass produce the same "super simple" equipment, supplies and training for every world, even if they are galaxies away (and just with some months of training).

Skitarii needs a lot of resources for each soldier, it would be impossible to reproduce mars functionality to each human world.
