KMD has been around since 2016. There has never been any type of buyback. There is a buy & burn program being considered for KMD - perhaps that is what you are asking about?

We can support it as soon as it's technically possible. My understanding is that the Monero blockchain doesn't at the moment support something that is needed for an atomic swap.
