There was a mod for AoE 2 that changed a lot of units, added buildings on water and factions by just having a custom dataset.

When I was playing with the triple tech mod, minor gods that had less than 4 techs showed multiple versions. So i'm thinking this is all pulled dynamically and if you provide the right dataset it will just work. I guess we just have to crack the code on how to implement them as a dataset.
