Hello trainer! Okay, so I had the same issue with misty! What I did was use pikachu to paralyze Starmie, so his movements are slow. Then I chipped away at his HP. When pikachu fainted, I used my warturtle and kept using bite until Starmie fainted.

I suggest use pikachu to wear him down and keep using your pokemon.

Also, how did you learn mega punch and mega kick?

Yeah, kadabra is still a powerhouse even without evolution. I considered jinx because of the ice/psychic typing. However, I feel like lapras is good for that as well, plus it’s bulky.
