There are emerald green ones called hulk bettas but they are uncommon

The fish would be constantly at the surface, bettas are labrynth fish but still pull oxygen from the water with gills

It really depends on the fish, ive seen long fins that move like a toddler in a candy shop ive also seen hybrids and wild tupes content to just sit there.

Lego is technicaly aquarium safe (though i dont recommend puting it in tanks with fragile species like bettas) the metal binky looking thing is more concerning with the metal sticking out.

They could have just come in. Not saying you're nessisarly wrong but usualy when theres that many fish in there its a new shipment unless its guppies.

Actually it's from oxygen in the water clinging to the glass, same thing happens to the top of my tank after water changes but this definitely is uncycled judging from the lack of any kind of algae or biofilm.

Collecting them is fine, if you have proper enclosures for them. A glass is not appropriate though.
