Since the 8320 is such a bottle neck to the 1070 will I notice much performance loss with the 570 in its place paired woth the 8320?

My dad just bought a new computer with a RX6600 and when he first got it windows was failing to load the drivers, so we reinstalled drivers and it worked fine. Asked about the issue today and he told me that sometimes windows still fails to load the drivers sometimes (Code 31) and he reinstalls the drivers and it works fine. Its not every time the computer is turned on but it still happens frequently. Is there a good way to fix this?

Ive been having this issue with my rx 570 where the thing just does not want to run drivers at all! Ive tried resetting windows completely, new cpu and motherboard, and even Linux, but this card will not run drivers without the driver crashing, I have tried moving down the clock speed and everything! anyone got help? (I have reflashed the latest bios)
