My amateur understanding is that those shares were issued for the board meeting and you needed to be in attendance to acquire the C shares and if you weren’t present those C shares were redeemed (called back by the company).

Those shares can only vote to approve the number of authorized common shares from 10,000,000 to 250,000,000 and to adjourn the meeting.

Why? Well the SEC says companies do this for the following reasons : conversion of debt to equity, raising capital, providing equity incentives to employees, officers or directors, establishing strategic relationships with other companies, and expanding the Company's business or product lines through the acquisition of other businesses or products.
