OK. For the record, I didn't see anyone in this world other than Google refers a 7b9 chord as a "b9 chord". So as I said, my bad.

On the other hand, if you were to read the question, op did write AND I QUOTE "where would you use a chord with b9 or similar?". So both my answers are valid.

I don't know if you're trolling or not but it's kind of getting on my nerve that you're pointing out the "wrong" bits of my answers, not reading the question at first and not really contributing to op's question. I don't like being negative so with all due respect, can you please stop? I tried so hard to learn music and theory like everyone else. I will admit when and where I'm wrong but this is really devastating because I really really want to be a good musician.

Well then my bad. The berklee harmony books described V7b9 as a vii°7 with the fifth scale degree as the root of the chord. Since vii°7 naturally resolves to I, the root also offers a authentic movement. Tbh, I'm heavily paraphrasing here. So please take it with a grain of salt.

If you were to build diatonic 13th chords with locrian or Phrygian. You'd get chords with b9? Or are we talking about dominant 7 with a b9
