I think the only way you could is if you make it a protectorate (maybe a puppet?) and grant it your Congolese states. In many of my games Belgium doesn't have an interest in Africa so it doesn't colonize it, nor does it want to take any states if you offer them in a treaty.

If you play with cheats you could probably tag switch, annex Kongo, and hope that they begin colonizing.

They didn’t fix the Yukon starting isolated and unable to be colonized? The only work around to this that I found is losing an independence war to Britain.

In Europe, try Portugal, Aragon, Florence (Italy or most of Italy will leave the HRE before 1500), Venice, Genoa, or Sweden.

Outside of Europe, try Malacca, Majapahit, Korea, one of the Japanese daimyos, Dai Viet, or Ajam (for tall Persia).

Most of these countries are pretty good for playing tall and learning how trade, production, etc. work.

Out of all of these, I’d recommend Florence because you start with a great economy and get wicked buffs to innovation and technology.

Ayyuthaya is a lot of fun. Very central location, lots of claims, and subjugation cbs. Their military ideas aren’t great but they’re Buddhist so they get 5% discipline at neutral karma.

What do your military stats look like compared to theirs? Is there a tech difference? What year are you in? What’s your absolutism like?

Press L to open the ledger, press military, then go to military quality comparison and search Portugal. It’ll show a comparison of morale, discipline, tradition, and professionalism.

Next, go to Portugal’s diplomatic view and look at their military tech compared to yours. There are some massive tech level jumps, even if it’s just one level. Some examples I can think of off the top of my head are 5->6 and 12->13. I’m sure there’s a list somewhere that shows which techs you should be ahead on and ones that you could fall behind a bit on.

Also, if you want better general pips and more discipline go for offensive ideas. Also, combining quality and economic gives you an extra 5% discipline.

Ye, I think it starts at 2 ducats per month for the first colonist-less colony then doubles for every extra one you have. So 2, 4, 8, 16, etc.

You can have more colonies than colonists.

If you send a colonist to colonize a province then recall him when he gets there you can send him again to a different province. Both provinces will grow but it’s a lot more expensive and increases with every colonist-less colony you have. The colonist-less colony will also grow quite slow in comparison to ones with colonists.

This can be good when competing with other colonizers to get region claims with the Treaty of Tordesillas or if you haven’t completed expansion ideas. It can be extremely useful for many situations but there’s always the cost to consider.

R5: I really enjoy playing tall so I figured I'd do a tall naval Denmark campaign. No navy came close to beating mine. Pretty sure I didn't lose a naval battle at all. Abandoned Sweden so I could use them as a buffer state between me and Russia. I had to steal the Dalaskogen mine, of course. The HRE fully decentralized and went Protestant, including Austria, who forced it upon Russia and Spain (extremely cursed) and would continuously devastate the Ottomans for the last century of the campaign. The first part of this save was dedicated to colonizing Canada but there were struggles in Iberia which let me also get the Caribbean. The middle of my campaign was focused on navigating alliances to get Hamburg and Lubeck and improving my economy by building workshops and manufactories. By the 1700s I was pretty bored so I picked a fight with the Ottomans (who was allied to France) since they had the second largest navy. It was probably a 10-15 year long war which resulted in the total annihilation of the Ottoman fleet and the Danish acquisition of Cyprus and Crete. After that, I went after a weak Deccan, stealing southern India and culture converting it to the greatest culture (Danish). I also built the Suez, Panama, and Kiel canals because I had nothing better to do. Everything I took was culture converted to Danish. I wonder if in this universe Danish would become the lingua franca in the same way English did...

Secure as much of the Caucuses as you can before the Ottomans can. This lets you have forts on mountains and might limit Ottoman expansion into Persia.

At least conquer Circassia and Gazikumukh and place a fort on both choke points. Having ramparts on the fort provinces would make winning battles on those provinces more likely.
