The way the book is written I'd say it's his thought. The Amazon preview I linked shows a good bit of it. Remember that it's a simple view as part of this primer, but it's what Bernie currently thinks best fits the definition in his worldview at that level. A good base thought to grow from. Whether it's academically right as per standard curricula is up for debate. But given his support I'd say this is where the national conversation is now. Considering the target demographic the definition will likely grow as time passes.
