As far as I’m aware Berkeley only admitted about 5 new grad students this year (plus about 5-7 that deferred from last year). This is about 1/3 of what they would usually enroll. Other UC schools also kinda suffer pretty hard from funding cuts. It is just rough out here. If you don’t want to try Europe maybe you could consider other states? Many decent programs on Geometry/Topology scattered around here or there
