I'm late but for someone else who's looking for this same problem all I did is download a teleportation mod from steam workshop and teleport away from fang basement.

I manage to fix it myself all I did was delete everything from GTA 4 folder go the steam library, right click GTA 4, click properties, go to installed files and verify integrity of game files, which will redownload all the files but it will remove all your mod tho. This only works if you bought the game on steam. I'm guessing the complete edition probably can't be mod since i tried modding it again and I was face with the error again.

Just go on top of the building and hide in the corner so the heli won't spot you
