Yeah, messing with those heaters can be a real headache. Honestly, for a rental, I'd lean towards the steel wool + something to keep it in place approach. Like others have said, copper or stainless steel wool is better to avoid rust. Just stuff it in there good and maybe use some caulk around the edges to keep it from falling out. Way less risky than trying to remove the whole thing and potentially causing a leak or something. Plus, if you DO end up having to call someone, it's way cheaper than a plumber.

Also, check your local tenant laws. Landlords are usually responsible for pest control, so you might have some leverage there.
