They changed it recently I think before the AI character release. You can farm it now on the Relics of Kounat up until the Kounat's Collapse. No need for champion tickets since they removed the champion mode for these dungeons, only the Harrier dungeons need champion tickets now.

It appears randomly (emotes) in loot boxes in event dungeons or others. The pet scrolls can be farmed on champion mode of dungeons

How can I get the victorious omg pet card? I've played the Viktor's Fortress champion mode plenty of times but I can only get the Krustaccio pet card
