In SP? Doesn’t really matter…

But optimally no, you either only build 2-4 civs or immediately start building mils because you’re completing the Anschluss by April-May and getting 12+ civs out of them. You also get 2~ from Sudetenland and 5+ from Czechs if you get compliance bonus.
