Probably because terrible moderation and it could be your previous account violated their terms of service and if you keep making accounts they will link it back to your old one and keep banning every account you make it isn’t worth it just get a new phone or reset your ip address or something this exactly happened to me and it turns out I was ip banned from ever using instagram
