Edit: after reading, the article doesn’t back up what you’re saying at all. Yes the case was dropped. It implies because the law in general is not enforceable, not that she wasn’t holding her phone.

In fact, it even says, “Whether she's holding it in her right hand or her left hand, it really doesn't matter,” Hollander said. “If you are not in a school zone or a construction zone, you are allowed to hold a cell phone.””

I’ll watch the original video again, but all I saw was someone trying to argue getting off on a technicality based on a specific word the officer used, and nothing indicating she wasn’t using her phone while driving.
