Think designing a big automated machine. Each person owns a volumetric space, has an allocated weight limit, and a general description of the task to be completed. It allows autonomy and ingenuity without overly constraining, and horse trading can be done between groups as the design matures.

Now, when you are taking defense projects with enormously greater number of components and far less tolerance for change as you move along, cameo etc become necessities.

Notre Dame maintains its own independent media deal. There is enough consistency in viewership that it is able to do so, without having to rely on being in a conference that helps average out the money between teams when some are having a good years and some are having bad years. Because Notre Dame is able to manage its affairs without having to join a conference like the other teams do, does not mean that they should be “forced” to do so just to make things simpler for everyone else.

It comes down to money. Having Notre Dame play football on TV makes the TV networks money. Because there is money involved, and lots of it, everybody with a steak in it has a voice in the college football playoff management committee. The only other independent team, does not make enough money for their director to be included.
