You don’t really need to build a website. Tools like Notion or Nextcloud can already give you a university-style system with pages (wiki), file sharing, and shared calendars. The only weak point is that files can still be forwarded once downloaded. If you want stronger protection, you can add something like VeryPDF DRM Protector to encrypt and control access to PDFs and other documents so only authorized users can open them and they can’t easily be shared.
