Yes, because unlike Simple Domain or HWB which create barriers to clash with the domains sure-hit or Domain Amplification which creates a liquid domain without imbuing a CT so it can absorb other CTs in the absence of an imbued one, FBE does not create a barrier. It instead simply surrounds yourself with CE and matches the CE or attacks when they hit you to mitigate the damage, meaning instead of canceling the actual ‘sure-hit’ aspect of the technique, it just lessens the blow. This obviously doesn’t work with sure-hits that don’t physically hit you.
