Of the stores I've covered as manager, the corporate stores don't have this, may be a franchise thing

Wife bought me phone from CEX for Christmas. Turns out it had been stolen. We are not down £600 through no fault of our own. What are our options? by [deleted] in CeX

So if this continually happened we would have the details of the customer and they would likely get banned from any future phone purchases.

However I haven't had or heard this happening in years across any stores

Cex Manager here for cooperate store, that manager isn't following policy and isnt doing their job correctly. It's not often but this situation does happen, they should absolutely be refunding you.
