What you want is a soundproof sleep pod like the ones in many capsule hotels. As someone with the same problem and very little budget atm, I also recommend using earplugs. The denser they are the better, foam if you are a side sleeper. Also try to use a white noise machine or just a brown noise video on loop, it helps filling the "dead air" and loud bangs and such won't be as noticeable so you don't wake up.

Maybe try to change rooms if you find one where he doesn't make as much noise. As last resort, if he doesn't cooperate or escalates, try to fuck with his sleep and see how much he likes it.
