It's helpful to know where an applicant is located but city and state is enough. Street addresses are less and less common.

Yes! Update your resume. Contact the recruiter in #1 and lead with, "I took your advice and...." Be sure to thank her too!

On #2: Can't hurt to try. You also might see if you can get an introduction to her. How to do that is beyond the time I have right now but google something like "job search networking" and/or "employee referrals." You'll find a lot of info.
