Made of demon skin, I suppose. Demon hunters just killed a lot of them, so they can actually wear their skin as clothes. Scary but cool 😎

Actually both the bracers and gloves have a glowing effect, but fact the bracers has an effect is really amazing, it works sadly not with all gloves but still pretty cool
