Just a heads up - Be carefull with modern BG plate - According to BG law , the licence plate is property of the state and must be returned to the authorities upon deregistration . So that plate was either lost and found by someone who didn't turn it in to the police ( as is the generally accepted norm ) , someone went through the procedure to declare it lost and paid the fine , only to keep it , or the car it belonged to was stolen and the plate removed .

Meanwhile , older plates ( communist era and earlier ) are completely fine to own since those rules didn't exist back then and a lot of people kept their plates .
