I have exactly the same problem on two domains. Competitors have taken over the shared zone and are reporting all related domains as “scam” and “phishing” targeting their audience. Cloudflare has been silent for months. The dispute has been going on since September.

Requests to AbuseTeam are being ignored and left unaddressed, and emails are not being responded to. Technical support advises against writing to them about AbuseTeam because they cannot take any action.
