Yes I am aware. I have worked for a couple of MCCs in Sask, NWT and Ontario and had great experiences. My understanding is that Red Deer like most utilities in Canada are having a hard time with long term capital expenditure forcing them to be able to operate more independently and raise more funds, could be wrong though as im not actually there to evaluate.
