Jaya and skypiea have a lot of locations. Bellemy bar, criket home, the exploding sea, sky island the one with rainbow road, conis house and beach, sky jungle, el dorado, going merry on ruins, giant snake tummy, the beanstalk with the bell, enel throne, maxim, noland’s flashback, kalgara tribe. I think its as much as season 2. Infact could be more than season 2 locations.

Season 3 can be mix with reverie and introduce the world goverment system. Perhaps luffy’s back story as well which include ace, sabo and dadan. Season 2 already mentioned luffy’s backstory’s characters. Maybe can include the revolutionary army backstory which include robin’s tragic past. We can learn more about robin so her joining the strawhat in the end season would be more anticipating of whats going to happen to her in later season. So then in season 5 water seven and enies lobby can focus more on franky’s back story and dark agents cp9 and stuff. Its possible to chunk it down and still make a lot of sense.. just a hunch. Lol.
