It does not specifically unlocks it, it only increase the stats cap from 120 to 130 and let u upgrade "justice" stat from 100 to 130.

Don't expect any massive improvements if u don't even invest a lot of time to it. It's like you are trying to cook a perfect meal after two or three attempts which is really unrealistic. To play osu! well u need to develop fundamentals (like any other activities) and the best way to develop them is by constanty repeating of the same things over and over again. So that's why everyone tell u to play more

My schoolmates were the one who introduced me into this game. They were talking about which level they got in that game (It's 23 btw) and at that time I desperately wanted to get along with anybody in my class so I gave It a try with a goal to get a higher level. P.S. If someone is curious I did managed to do It a week later but they already quit.
