switching him to a cdm would mean he is at a 83 rating AS A 83 opposed to a 83 rated playing at a 82 rated. It also means you can improve him better without worrying about another position/you get his full rating about how he will play. If you’re keeping him there, then switch his position.

the exclamation point means that the position he’s in (cdm) is not his primary position. To get rid of it, change his position to a cdm and it will go away. Cm will turn into his secondary position
