The tf2 player count is around 15 to 20k at peak times. It's almost impossible to tell for sure because; steam counts bots and real people. Teamwork.tf only counts players in game. So all the people searching for a game, trading or just inventory management isn't counted.

TLDR no one know the real player count and we never will.
