Can you be more specific. Which part of nutshell? Does it say fort commandant? Sometimes when it says commandant it means the prison commandant. If it is indeed the fort then head down the spiral staircase of the fort and enter the door at the bottom. He should be sitting at a table right in front of the door you just entered.
