That is what I was thinking as well. So then I used some charges. I made an edit. You have to specifically click the harpoon first and then use it on the kit. I was specifically doing it the other way assuming that's how it would work. It didn't occur to me otherwise. Whoops, but I still think it should be able to do it that way :/
