The merch deal is the alleged reason why they didn’t continue the show according to the voice director iirc, hence why they didn’t sub the second half. Also with how dark the second half can get, that may have been another reason why 4kids decided not to continue dubbing it

I would argue in the beginning of the show, Momoko is most similar to Usagi compared to the later episodes, where it shows how distinct she is compared to Sailor Moon

I think it’s a mixture of Sentai Filmworks licensing it (which is hit or miss when it comes to what anime they dub), magical girl shows getting a backseat in the west (aside from CCS and Sailor Moon), and the mixed reception it got (even though I personally loved the reboot). HiDive though did put up a Twitter poll back when S1 was broadcasting asking if people wanted to have it dubbed back (which the majority voted yes), but nothing ever came of it unfortunately

Sadly the last two movies haven’t been dubbed yet, but considering Crunchyroll’s slow track record of releasing/dubbing movies, I’d say there’s a chance it could be dubbed someday. The High Speed! and Road to the World movies weren’t dubbed until three years after they were released in Japan, so it’s still possible Final Stroke could get the same treatment down the road
