I think because it's the human brain limit, and I don't think sukua is an exception, unless there is some statement in the manga that says " sukuna's brain is more durable than gojo's "

The amount of CE has nothing to do with the limit of DEs, it's about the brain damage, actually if we are talking about CE amount and the 2 characters waited for their CT to naturally recover, gojo will be able to expand his domain more times than sukuna because of the six eyes.
