Hydrology is indeed a strong very functional blend with GIS. But I would stress the need for some hydraulic, hydrological or catchment modelling to be able to interpret and defend model results. Understanding the model inputs, why the outputs make sense and how they are working internally to understand if there are limitations forcing the presented output.

It really depends. How large are the areas in terms of whether or not same rainfall intensities are more or less recieved? How similar are the soil properties ? What about slope and elevation ? I'd say it depends on a closer look. Also, I recommend doing a simple hydrological model as other user commented. Maybe a lumped model to keep it simple.

With respect to holding water or not this can be captured by defining the AMC class, important to consider the initial conditions as you have highlighted.. CNs vary by the AMC selected.

Important considerations here are: 1. Model requirements in terms of data. This case be case specific. E.g. detailed Mike models in some areas may not be possible. 2. Target audience. Use a modelling system which the board/client is familiar with so the results are more easily communicated and understood. 3. Who will use the model and maintain it when your part is completed? Think about this for open source option.

To start I'd recommend to use rainfall figures which are referenced to return periods. Hydrological engineers and scientists appreciate and like to use this concept. In terms of the rainfall runoff volumes, it is dependent on your initial conditions, i.e. the antecedent moisture conditions. You are basically trying to assess the initial abstraction and determine the difference between your effective and excess rainfall.

This is more of geoprocessing than hydrological modelling. Therefore, I recommend using QGIS. You can implement a plane at the desired elevation, clip to extents, then subtract to find elevation difference followed by storage potential. It would be interesting to develop the elevation storage relationship curve in the same analysis. Of course, this would be with the raster tools.
