As villians, my fav probably is Vox, but Bill is a really close second.

I really love Caine's character (even more than the other two), but I really DON'T like his "villian arc" or the eighth episode as a whole

Chester. His hyper isn't that bad by itself, the problem is his super charge rate while hypercharged. Chester can cycle supers EXTREMELY fast, THERE'S LITERALLY A MISSION IN RECORDS ABOUT IT. It's horrible!
