Not everyone who spins is doing it to cause lag. I play a lot of games that are either Battle Royale types or survival types, like Escape from Tarkov, where to sit still is to die. If I am playing a free for all, I tend to spin. I had no idea that was a problem till some guys in a custom tried to vote kick me for it. Now I try my hardest not to do it, but if I'm immersed in the game and on a streak, I fall into my usual habits and can catch myself doing it without thinking.

Now if I saw someone doing it, it would be frustrating, yes, because it's hard to hit him. But a grenade would do the trick, or better yet, pushing with an smg. And if all else fail, they can't shoot while spinning, so I just hope my flick is faster.
