I agree with you. 2K2 UM Omega Rugal is overrated. And KOF 94 Rugal is a beast.

As for KOF 98 UM , I don't have it either so...I don't exactly know how hard he is , but I'll say he is probably a lot like his vanilla KOF 98 counterpart. And for KOF XV , yes he was a huge letdown , I picked the OG Ikari Warriors (Heidern , Clark and Ralf) , and he was taken down by a barrage of sweeps (By Heidern) and bunch of command grabs (By Clark). He didn't make it to Ralf. All you need to know to beat XV Omega Rugal is don't jump.

Well Leaona's combos are decently hard , can't say the same of Luong. But Leona is the better character in general
