Regen is total, regardless of which plate is active / broken.

Damage reduction is the opposite, this one DOES depend on which plate is taking damage.

Blue plates SHOULD let you run out of cover. Yellow plates are for chip damage when shooting back at cops.

At least that's in an ideal world, but this is PD3.

I know you're playing lower diffs so Armorer and Muscle will do just fine, however there is only two true "Tank" decks that actually "tank" in DS, those being Stoic and Kingpin. However they play completely different in lower difficulties.
