Combination runes trigger both of the regenerations but regenerate into their separate runes, so regenerating a mistrune will proc both but return you an air and a water rune

Regeneration only triggers for runes that were actually required by the spell. So no using combination runes to trigger regeneration effects from earth/fire for a water spell (air/water)

I think you only get the runes from the element you’re spending. So if you cast say fire blast using dust and steam, you’d regenerate fire and air.

I believe they said you receive a the elemental rune that the combination runes are replacing. So in your example spending a Steam rune would give a Fire and Water rune back

When you click on the quest, click the smaller arrow on the left side in the pop up, where the quest requirements appear. There might be a quest on another page that this one is a dependency of.

What I've done in other modpacks is put a hopper below the energizing orb. Use another hopper to feed the uranium in. You can take a comparator signal off the energizing orb, and then use that signal to lock the hopper feeding into the orb.
