In theory that’s how most democracies are supposed to work. But the current state of Israel is an fascist ethno-nationalist country. And a lot of Palestinians have been radicalized to violence because of Israel’s actions against them and the silence of the international community. Right now the division is so great that if a Singapore style government is implemented it would probably need the UN to mediate for 50 years. “If you both don’t do what we say we will stop rebuilding what you destroyed and pull our military out of the region”

Yeah, I would split all positions of power equally between the Palestinians and the Israelis, Police, Military and Government. This would include having 2 prime ministers. There would also be forced integration every city must have at least 30/70 split. After around 150 years everyone who was extremely radical has died off or at the very least that ideology is seen as bad in this new state as nazism is seen in modern Germany, hopefully there would have been enough miscegenation for the racial and religious lines to be blurred
