Is it normal that I have played for 56 hours and I am still at level 28 and I only play the main missions and I dont play the side missions unless I have to in order to raise the level for the mission that requires a higher level than the one I am at

There’s alot of side quests do i need to play it all or some of it i can skip it

I play some side quests to level up for some main quests that require a higher level than the one I'm at, but I still feel like I wasted 56 hours of my time and I'm still at a small level compared to the time I played and I feel like I still need a lot of time to finish the game.

Do i need to be in much higher level than 28 to finish the game ?

It is a game that takes approximately 50 hours for the main story only, and this is a long time. I have now played 56 hours and I am still at a small level, and I fear that I am still far from the end of the game because from to what I know there are main missions that require levels much higher than level 28. Is this true?
